Upshaw was the Mayor of Athens from 1976-1980. He was also a Clarke County attorney from 1958-1970. Upshaw was the founding member of the law firm of Fortson, Bentley and Griffin, P.A.
Upshaw has been involved in many other organizations including being the President of the Northeast Georgia Boy Scout Council, Athens Area Chamber of Commerce, YMCA, Athens-Clarke County Community Chest, University of Georgia Law School Association and Western Circuit Bar Association. He has also been the Emeritus Trustee of the University of Georgia Foundation, Trustee of the Georgia Baptist Foundation and Chairman of the Board of Trustees of Truett-McConnell College. Upshaw is also a member of the Athens Technical College Foundation, Athens Symphony Board and Chairman of the Board of Deacons for the First Baptist Church in Athens.
Upshaw was the 1995 UGA Abraham Baldwin Award winner. He was also the Honorary Co-Chairman for the Athens Community Council on Aging which raised funds for a new building for elder care in honor of his wife, Frances.
